Marc Watson

Managing Director

Marc is a Solicitor and former NHS Strategic Estates and Property Management Lead, and as such brings extensive expertise in strategic Estates and Facilities Management as well as the requisite legal knowledge to assist you in the formalisation and management of the legal aspects of your estate.  

Marc is currently retained as Trust Property Advisor to four large NHS Foundation Trusts with extended Community Service elements post Transforming Community Services. As part of these roles, he manages all property related legal matters including acquisitions, disposals, rationalisation, strategy and formalisation of Trust Acute and Community Estate as well as ensures that Tenants are appropriately charged for the occupancies across the Trust estates.

He is also a highly experienced front line Micad system user having implemented and utilised the Micad System for multiple purposes whilst employed within the NHS and on a consultative basis whilst employed on contract with EFM. This allows Marc to provide practical, front line consultative advice in relation to all aspects of the Micad system.

Paul Brien

Senior Project Manager

Paul is a member of the Royal Institution of Chartered Surveyors (MRICS) and has over 29 years of experience of Commercial Management and Consultancy services within the construction industry for a range of both public and private sector clients on a wide diversity of projects with particular expertise within the health sector.

In addition, Paul has Employer’s Agent / Project Management and Project Auditing experience and extensive health experience in a variety of procurement routes including traditional Procurement, Procurement 21/21+.  He has worked extensively as Cost Consuktant under P21 and throughout P21+ continuously from the very inception of P21 and throughout P21+.  During this time, Paul has been involved with the delivery of Cost Consultancy services for a significant number of projects whilst employed with Capita Health, ensuring projects are delivered on time, to budget and to the desired standard to ensure client satisfaction.

Paul provided consultancy advice to the Department of Health in relation to P21 acute cost model used in the procurement of PCSP’s for the P21+.

Joel Hazell

Building Surveyor | Project Manager | Trainer (Micad)

Joel is a Building surveyor having previously worked with a large project management and cost consultancy, as well as working as a project manager within the commercial sector. 

Joel began his career by finding a position within a company as a trainee, working for 5 years whilst studying part time before qualifying with a Royal Institute of Chartered Surveyors accredited degree in Building Surveying. During this time he was apart of the legal compliance team, which lead to experience working with the Micad system, providing key support services during implementation, drawing preparation and finally ensuring property compliance / utilisation for large portfolios. As a building surveyor he also has experience providing numerous consultancy services for legal compliance surveys. 

In his previous role he also provided key services for large scale retail clients in programme management, before completing a period working for a retail client providing project delivery management services for commercial building works. 

Joel leads on the Project Management and Training aspects of the Micad IPR and associated Modules and is a CAD expert.

Teresa Wilson

Legal Executive

Tess is a Fellow of the Institute of Legal Executives and brings with her a wealth of experience in the management of property related legal matters having worked within the legal sector since the age of 18.  

Teresa now supports our Micad Lease and Licence department in the consideration, extrapolation and summarising of key information from occupancy agreements and updating and managing client Lease and Licence Modules on a day to day basis.

Adam Harding

Consultant | Trainer (Micad / Asbestos / Water Safety / Health & Safety)

Adam is a Consultant and Specialist Trainer in relation to Asbestos / Legionella and Health & Safety and has extensive practical knowledge and experience in these areas.  Beginning his career as a Science graduate employed as an Environmental Consultant and then subsequently a Surveyor and Project Manager.  He has furthered his education with technical qualifications in subject areas including Health and Safety, Asbestos, Legionella and Environmental Management. 

Combined with his training qualifications he has provided training at all levels to clients in a range of sectors.  More recently his experience has been in senior roles within a leading Health, Safety and Environmental Consultancy specialising in the provision of compliance related training and consultancy.

In his current role as he works closely with clients in a range of sectors including Healthcare, Education and Construction providing health and safety compliance and training solutions.  He also provides training on the MICAD system specialising in use of the Asbestos module.

Adam also actively supports many of the public and private sector associations by speaking at key events throughout the UK on a range of compliance related subjects including the RICS, ECA, CILA, CIRIA, IHEEM, HFC, CIOB.

Malcolm Hoggart

Consultant | Trainer (PAM)

Malcolm was until very recently an NHS Senior Estates Manager.  He has a broad Engineering background across NHS Acute Trusts built up from over 30 years practical experience.

Through the years he has been an Authorised Person for most Healthcare engineering disciplines.  He has been an Incorporated Engineer since 2003 and is a Fellow of the Institute of Healthcare Engineering and Estates Management, as well as a qualified Authorising Engineer.

Since the inception of the Department of Health Premises Assurance Model, Malcolm has been actively involved in the preparation and collation of the requisite information with a number of Trusts and has assisted in the presentation of the information in the required format to allow gap analysis and strategic planning and is trained to ISO9001:2015 standard for internal auditing.

Malcolm leads on our Premises Assurance Model and other strategic and estates compliance related services.

Technical Support

James is a Licentiate of the Chartered Institute of Building Service Engineers and a Member of the British Institute of Facilities Management. 

Joining EFM from a previous senior operational role in the Higher Education sector, he is an experienced user of the Micad system; specialising in the Helpdesk and Compliance modules and the practical and operational utilisation of the same to provide organisations with the functionality, reporting capability and compliance management required to effectively manage their workforce and estates. James implicitly understands the potential barriers organisations face when implementing and operating new systems and provides professional and practical support to overcome such barriers.  He ensures that any modules of the Micad system used by organisations are appropriately populated and thereby fully utilised to support specific service delivery and business activity.

James leads on the technical aspects of the implementation of the Micad system.

Shelley Lynch

Consultant | ERIC Expert

Shelley has a wealth of NHS experience having been employed within estates in the NHS Acute sector as a Quality Manager for a number of years.  Bringing her 30 years of experience to EFM, Shelley is expert in all aspects of the annual ERIC return, financial matters and compliance management.

Leading on all aspects of ERIC and estates statutory returns, Shelley thrives on providing first class practical support to clients to ensure that their annual returns precisely and appropriately reflect the position of the Trust at the time of submission ensuring that accurate data is submitted in the appropriate format and directly in line with the published data definitions.

Peter Jones

Trainer (AutoCAD / BricsCAD)

Peter started working in the AutoCAD industry at around the same time that AutoCAD software was released in the UK. Originally in a sales role, Peter’s training activities arose after 6 years of providing CAD drafting services to companies,  until he moved on to CAD training in 2001.

As a result, Peter can bring a wealth of practical experience to our clients who wish to create CAD drawings or improve CAD drafting efficiency, to the mutual benefit of all concerned.

Peter leads on our CAD training delivery.

Phil Taylor


Phil has over 40 years’ experience in engineering maintenance and facilities management, specialising for over half that time in CMMS. Trained as a Marine Engineer with Shell Tankers, he then came ashore to manage maintenance at a major heart hospital before joining Comac Systems for his first experience in CMMS.  Then, at the Building Services Research and Information Association, Phil researched and co-authored a book on low-cost condition monitoring for engineering services.

After helping to establish E C Harris Property Management and managing the maintenance of Government Headquarters buildings in London, Phil became Commercial Director at a large Technology company where he managed CMMS and ePTW system implementations mainly in Power Generation and Oil & Gas.

For the past eight years Phil has shared his experience and expertise, supporting real estate owners and facility management suppliers in the improvement in the quality of their processes and procedures.

Phil leads on our Engineering and Maintenance Management Consultancy.
